A) Judges chapter one lists seven tribes which did not fully conquer their allotted lands:
1) Judah - Judges 1:19
2) Benjamin - Judges 1:21
3) Manasseh - Judges 1:27-28
4) Ephraim - Judges 1:29
5) Zebulon - Judges 1:30
6) Asher - Judges 1:31-32
7) Naphtali - Judges 1:33-34
B) There were 14 judges from 7 different tribes in Israel’s history:

#4 Deborah (Judges 4-5, especially Judges 4:4)

#7 Jair - 22 years (Judges 10:3-5) (from Manassah)
#8 Jephthah - 6 years (Judges 11:1-12:7) (from Manassah)
#9 Ibzan - 7 years (Judges 12:8-10)
#10 Elon - 10 years (Judges 12:11-12) (from Zebulon)
#11 Abdon - 8 years (Judges 12:13-15)
#12 Samson - 20 years (Judges 13-16) (from Dan)

Note: Ibzan judged for seven years as well.
C) Judges also records 7 apostasies on Israel’s part, 7 servitudes to 7 heathen nations, and 7 deliverances:
1) Judges 3:7-8 - Chushanrishathaim, king of Mesopotamia
2) Judges 3:12 - Eglon, king of Moab
3) Judges 4:1-2 - Jabin, king of Canaan
4) Judges 6:1 - Midian
5) Judges 8:33

*For clarification: When a multiple of a number is used, it has the same meaning as the original number. For example, seven means perfection, completion, and is God's stamp on His Word. A multiple of seven has the same meaning, sometimes heightening or magnifying it, but the same underlying meaning. So 14, 21, 70, 490, etc. all have the same symbolic meaning in the Scriptures. There are so many sevens in the Bible, but you will often find many passages where a multiple of seven is used as well. Like here.
